Toronto has one of the largest Muslim communities in North America, and like most of it the city's apps default to the ISNA convention of 15° for both Fajr and Isha. Further south that choice moves the times by a quarter of an hour or so; at Toronto's latitude the summer gap with the Muslim World League's 18° Fajr is wider, which is why two neighbours with different apps can wake for Fajr half an hour apart in June.
The city stays just south of the point where true night disappears, so the times here come from the angle all year rather than from a fallback rule. Winter is the other half of the story: with Maghrib before five in December, Dhuhr, Asr and Maghrib all fall inside a working day, and a mosque's printed timetable is worth checking against your office hours.
